윈도우7도 2020.1월부로 업데이트지원중단이다.
대부분 10으로 OS를 갈아탔을 것 같다.
여전히 7을 사용중인 분도 있을 듯하다.
예전에 업데이트하다가 이문제가 있어서 해결을 본듯한데 기억이 나지 않는다.
아래방법으로 했는지.. 가물가물.

윈도우업데이트서비스 중지(manual) 서비스관리자로 가거나,
CMD명령 Net stop wuauserv
windows\SoftwareDistribution 폴더 통 삭제
Rd /s /q %SystemRoot%\SoftwareDistribution

dism으로 해결 하는 방법.
dism.exe /image:c:\ /cleanup-image /revertpendingactions
윈도우에서는 되지 않으니,
PE부팅이나 cmd복구 콘솔로 빠쪄나온후, 거기서 윈도우 드라이브가 C라면
DISM /image:C:\ /cleanup-image /revertpendingactions
if exist file, delete C:\Windows\WinSXS\pending.xml or reboot.xml
Windows\softwaredistributions 아래 폴더삭제
